Governing Body meetings

Our Governing Body meetings will be held in the public. It is important to recognise that this is a meeting in public not a public meeting. This means that members of the public are able to attend and observe, but cannot take part in the discussions, except by putting a question in advance.We would ask members of the public who wish to attend to read the information below to ensure that Governing Body meetings are productive for all involved.

Governing Body role 

The Governing Body makes sure that decisions, recommendations and plans are carried out appropriately and effectively and are efficiently managed. The Governing Body is supported by various committees and sub-committees who deal with the more detailed actions. 

In line with its constitution the Governing Body will have 6 Governing Body meetings this year. These meetings allow NHS Thanet’s Governing Body to consider the work that is the organisation is doing and decide whether it’s being done properly. At the beginning of each Governing Body meeting there may be a private session; this allows the Governing Body to discuss confidential issues. Following this private session, the Governing Body meeting will be open to the public.

The Governing Body is responsible for:

  • leading the setting of vision and strategy
  • approving commissioning plans
  • monitoring performance against plans
  • providing assurance of strategic risk
  • ensuring effective governance

 

Your role

All members of the public are invited to attend our meetings so that they can:

  • observe the running of the CCG Governing Body;
  • be informed of the CCGs strategy and the decisions which drive that strategy; and
  • have an opportunity to put a question about any of the agenda items to be discussed.


Asking a question

If members of the public wish to ask the Governing Body a question, the following guidelines should be followed:

  • All questions must relate to the items on the Governing Body’s agenda.
  • Written questions are preferable and should be submitted three (3) working days before the meeting.  Questions should be submitted by completing the online form. A paper copy of this form is available by calling 03000424615 or emailing thn@thanetccg.info.
  • There will be a five minute session at the beginning of the meeting where additional questions can be raised. Answers to these and the questions received in advance will normally be given at the end of the meeting, although in some cases the answers may be provided when the item is being discussed. At the end of the meeting the Chair will read the questions submitted in advance first, followed by those given at the beginning of the meeting. If the question requires further explanation he may ask the owner of the question to give more detail.
  • Members of the public are requested to put only one question to the Governing Body but if there is time, subsequent questions will be accepted.
  • As our Governing Body meetings are time limited it may not be possible to answer all questions on the day but all questions will receive an answer and these will be placed on our website. 


Rules of the public board meeting

  • The Governing Body meeting agenda is usually full, so keeping to time is important. Some agenda items may not be discussed if everybody agrees with the recommendation or if the item is just for noting. Members of the public should be aware of this before they attend to avoid disappointment
  • The Chair will ensure Governing Body meetings take place without disruption. The Chair has the right to exclude members of the public if they cause disruptions. Members of the public are expected to show due respect to other attendees and the Governing Body members.
  • Governing Body procedures may not be photographed or filmed without the permission of the Chair.
  •  Observers may only speak if invited to by the Chair.
  • Members of the media routinely attend our Governing Body meetings. Comments made in the public board meeting may be conveyed publicly by the media. NHS Thanet CCG cannot control how comments are used externally unless they breach confidentiality or legal boundaries.
  • The Chair will not permit debate or questions regarding individual cases or complaints including issues that are sensitive and confidential.

Meeting Protocol

To make sure our meetings are open and transparent we promise to do the following:

  • Accessible meetings: We will hold our public meetings in convenient, accessible venues and promote these on our website. In accordance with our Constitution, we will hold six public Governing Body meetings a year.
  • Accessible information: We will publish useful information such as agendas and past Governing Body papers and contacts on our website. To ensure that our papers understandable each paper will have an overview summary or introduction to the topic that external audiences can easily understand.
  • Keep business focussed: During meetings, the Chair and the Governing Body will discuss issues in a way that aims to inform members of the public or stakeholders. This will include introductions to the topic by the Chair and a summation of what has been agreed.
